I believe this issue is important enough to get fixed for the release.
Currently the data that is entered by the user in the debconf prompts is
completely ignored upon installation.

I've found a solution for this and it boils down to making the default
values for all debconf values empty and only getting the setting from
the environment if it hasn't been set yet.

This has the added effect that preseeding of these settings should also
work better (see #475830). I've tested this with dpkg-preconfigure and
dpkg-reconfigure and everything seems ok.
