Well the question about interfaces is asked at high priority, so my understanding of debconf priorities, is if you're running debconf at medium priority, you'll see all debconf messages at medium or higher. The only way that you would not see this message is if it was previously answered from a previous install. How old is the Debian installation on this computer? The only laptop-specific issue I'm aware of at present is that dhcp3-server is started earlier than the PCMCIA initialisation, which means if you want the server listen on a PCMCIA Ethernet interface, it doesn't work because it isn't there yet.
