I can surely send a patch. But to be able to do this, i need a decision from 
you how you want to have the STARTTLS issue fixed. I don't know why you are 
currently building a nnrpd binary without SSL support and a nnrpd-ssl binary 
with SSL support. Therefore i can't decide because there might be a good reason.

The simple solution would be to stop doing that and build the standard nnrpd 
binary with SSL support. Another solution would be to use either update-
alternatives or a wrapper script combined with a debconf question for nnrpd 
which will either invoke a nnrpd-nossl or a nnrpd-ssl binary.

I have another question however: If you don't care for your package, why don't 
you try to find another DD which will actually maintain it? As a DD myself i
feel that handling bug reports in such a way is no good for the project.
