I have the ‘python-docutils’ package installed, and it doesn't include the ‘sandbox’ stuff. The sandbox appears to be (as implied by the name) an experimental area for disparate additions to Docutils. I don't think they'd be a good fit all packaged together in one. An alternative approach would be to package discrete items from the sandbox as separate Debian packages.
