I think we should stay with the current configuration. A software such
as suphp cannot have common compile time options suitable for all
users:(

Default php4 cgi configuration doesn't set the user_dir and doc_root
options.

Many users are already using this debian packages and a change like this
one is maybe not what they expect for a software with such security
implications (If I change this compile option I will have to issue a big
"Warning" on upgrade).

So I think the best think to do is to stay with this configuration, as
it is a tool used by "advanced" users, they are able like you to rebuild
the package with options suitables for their setup, and we should wait
for the suphp rewrite started by the upstream author which would
probably introduce a run-time config file .
