That's not the bug, that's a bug that your initial interpretation of my report 
would have implied.

No, it is set to yes.

I do not know any way to reproduce the problem reliably. From a very small 
sample of installs (2), it seems that phpBB 2 on lenny escapes all HTML after 
submission, so that browsers don't render a post such as "<b>test</b>" 
as "test" in bold, but as literal "<b>test</b>" with normal weight.
