hal-cups-utils uses hp-makeuri, but is broken due to the fact that the -c option is broken (see bug #496660 [1]). According to the changelog this problem is already fixed, yet the relevant debian patch is not applied during build ( debian/patches/hp-makeuri-uri-only-output.dpatch ). I've attached a patch against debian/patches/00list that fixes this. Cheers, Avi.
