This problem is *not* in console-data or the br-abnt2 keymap.
It is just "revealed" by that keymap.

Indeed it has been reported already and finally reassigned to one of
the various console handling packages. I can't find which right now:
either kbd, console-tools or one of these.

The console handling utilities maintenance is in such a bad shape
right now that I can't investigate nor really provide a solution,
sorry for this...:-(
