You are aware that clicking "Contents" in the "Help" menu opens up the
online Transmission documentation[0] in your browser, right?
That means it's not "coming up empty", it just doesn't exist in the
source package at all.

If you're not seeing it, there may be some sort of misconfiguration of
your browser.
I find it highly unlikely to be a bug in transmission, since it uses
default gnome APIs for opening that URL. If it's not working, none of
your other gnome apps should be able to open URLs, but that's beyond the
point...

What do you mean with "it comes empty only in debian"? What do the other
distros distribute as packaged help for Transmission, since upstream
themselves don't distribute any? Or did you just say that to try and
make a point, even thought you hadn't actually checked any other distro?
If that's the case I'd advise you to change your strategy. You'll get a
lot more cooperation from us volunteers if you avoid making statements
that sound like "pointing fingers".
