Hi, arpack with its present license is not DFSG-free (not even if we took the clarification on Redhat bugzilla as amendment of the license). As such it should not be released with Debian.
Barring last-minute relicensing, I propose to remove arpack and its reverse dependencies freemat arpack++ apbs from lenny.
