No it is a bug in the nvidia installer.  CONFIG_XEN doesn't mean you are
running as a XEN guest.  It means the kernel _could_ run as a XEN guest.

The nvidia driver packages in sid were fixed quite a while ago to work
around this mistake.

If you use the nvidia installer from nvidia, well then you are crazy and
deserve all the problems you get. :)
