It seems to me that the "since last run" function should always check "since last run". It would be very counterintuitive to have it check on some other schedule. What you seem to want instead is a "since last hour" function. But your usage model is a rather unusual one. I'll send the idea up to the developers, but I'm not optimistic about their reaction.
