Thanks for the patch (which is nearly the same as that in #424428, but predictably slightly different :-). I believe when removing the comment has been suggested in the past, people requested that it remain in order to make it obvious that the mail was sent automagically and not "manually" by a user who just hadn't bothered to add any comments. I'm inclined to agree that User-Agent is more appropriate, however. One thing I would prefer to resolve before applying the patch is a cleaner way for tagpending to indicate its involvement; at the moment it simply adds a comment at the top of the generated message (see #486092).
