Hm, now I've recognized that other (all?) qt applications (like k3b and qtparted) do not show any dialog windows too. They all open but seems to be invisible on windowmaker (0.91.0-7.2) for amd64. So I think it is a bug in wmaker and not in licq, isn't it?
