There is no ACL nor QoS of anykind on the routeur in front of the repository. As I work for the ISP, which is sponsor of the server, I pretty sure of thoose information. The server is hosted in a secure and professional hosting environment. Bandwidth outgoing from french polynesia is about 220Mb/s (through the satelites connections).
