an error that only root can write to that file, as it is at that place

Please elaborate (again) what is in your opinion wrong with it.
I agree, this has been a misunderstanding. Our original moin-moin
was not installed correctly. /usr/share does indeed contain a skeleton
for files to be copied to a writable area of the file system.
Thanks for your prompt responses. We will reconfig our moin-moin so
that a future package upgrade does not affect it.
