Yes, moinmoin-common installs that file.  No, I do not believe it to be 
an error that only root can write to that file, as it is at that place 
comparable to a _skeleton_ file.

Please elaborate (again) what is in your opinion wrong with it.


And please do so to the bugreport, not to me privately (even if marked 
as closed you should still be able to post to it.
