I am unsure what you are discussing here.

The only dependency which is problematic is libfontconfig1 Depends: on
fontconfig. Other packages depending on fontconfig are OK. Packages
depending on libfontconfig1 are OK providing they also Depends on
fontconfig (which can be achieved through shlibs file).
