podebconf-report-po uses debian/po as the directory where PO files are located (this is with or without --notdebconf). However, it would be good to use ./po as the place for the PO files when it is invoked with --notdebconf. Otherwise one would always have to pass a --podir option. Thanks a lot for po-debconf.
