I'm sorry to say that this is most likely impossible. The encoders and
decoders share more than 90% common code. In order to comply with the
requests from ftpmaster, we agreed on a way that 'disables' rather than
really strips off the 'dangerous' code.

I think the only feasible way to fix your request is to create
replacement libraries that are a fully unstripped. Help on this is very
appreciated, since I and Fabian are working on full capacity with the
'ffmpeg-free' package we have already in debian. Our current plan is to
upload such a replacement package somewhere to have it tested if that
approach actually works. Then we want to talk to ftpmaster about our
options again.
