This is possible because the dependency of ncurses-base on libncurses is not versioned. That is a serious bug because the copyright may change over time. Either make the dependency versioned or ship a real directory /usr/share/doc/ncurses-base with all the necessary files (and delete the symlink in the preinst script, otherwise dpkg will overwrite the libncurses5 files).
