I noticed this already earlier, i.e. when 5.6+20080308-1 was the
current version, changelog.Debian.gz started with:
ncurses (5.6+20080203-1) unstable; urgency=low
* New upstream patch level.

So it appears like the topmost changelog entry is always missing.
