I too discovered this problem, not long ago when reporting[1] a bug
against another package using the reportbug utility.  reportbug Bcc's
the sender, and as you can see in the headers of the report, the Bcc
header is intact.

I believe that this is a bug in the Debian Mutt's documentation, and
that it is related to the Debian bug #304718[2] where the reporter
claims that "Exim4 now correctly removes any Bcc: header."  However, I
could not find any confirmation of this in the Exim documentation.
Quite the contrary: the Exim FAQ[3] and a post on the Exim User's
mailing list[4] seem to suggest that Exim will _never_ remove the Bcc
headers by default.  The only time when it does is when the "-t" option
is passed on the command line, but as far as I understand this is not
done by default and has its drawbacks as well.

Note:  It seems that the unfortunate bug report referenced above also
contains useful information on the real problem with Bcc handling in
Mutt (as well as the solution) added _after_ the bug was closed.
