In what I think is "daemon-light" mode, at boot time, or when running /etc/init.d/exim4 directy, attempting to start exim fails with exim: incompatible command-line options or arguments This is with "QUEUERUNNER=no", and nosing around suggests the "${SMTPLISTENEROPTIONS}" argument is empty, and that exim doesn't like getting an empty argument at the end of the command line.
