No, it's pulled in by another package dependending (or recommending) mail-transport-agent, since it will not be pulled in if I run 'aptitude install devscripts postfix'.
mutt is recommended for nmudiff, so that the generated mail can be edited before being sent; I've moved it back to Suggests as many people will already have mutt installed and the script will still function without it.
