The two particular cases you mention will be fixed in the next upload -
openssh-server was being pulled in by "ssh", which has now been replaced by
"ssh-client"; emacs was the result of devscripts-el, which has been moved
back to Suggests.
We are considering whether other packages should be moved to Suggests
instead, but need to consider whether a particular package is needed for a
"significant" piece of functionality of one or more scripts.
