i believe you can up this number yourself by modifying the graph or
graph template from within cacti (i had to do something similar for
a dual proc machine as well as some gigabit interfaces).
if that's not acceptable to you, this is a bug in net-snmp, not cacti.
really, the snmpd *should* be responding with 1-100% values for each
processor seperately...
so, i'll leave it up to you whether to close this bug or retitle/reassign
it to net-snmp.
