No. I just did 'apt-get install postgresql'. I didn't make note of what version I was upgrading from or what version of postgresql-client was installed at the time. Reinstalling postgresql-client solved the problem. Seems to me there is a problem here, though, even if my problem was some sort of one-time bit rot.
