Yes.  I don't recall that I've ever purged postgresql, and in any case I'm
not that compulsively tidy.

I've been unable to reproduce the problem, but I also have lost the
information as to what versions were involved.  I had not upgraded either
package in quite some time.

While I'm not compulsively tidy, some people are.  Seems to me that
Postgresql would be more robust if the file either belonged to the
postgresql package or was in a directory belonging to the postgresql-client
package (or the desired result is achieved by some other means).
