Huh? What other distributions have been considered? I do not understand. Despite the presence of the popcon count, there is nothing to migrate, as explained on this bug report. Unless I am missing some really big clue there will be no problem with simply removing ndiswrapper-utils-1.1 from the archive, other than the leaving of a package with no reverse dependencies left.
