This may have been caused by the exif autorotation feature. There was some inconsistency possible between thumbnail and image rotation, but this should be fixed by now. If such inconsistencies continue, it's easily fixable by rotating the offending image in eog to its correct orientation.
I'm not really interested in trying to interpret what reporters are trying to say if they cannot be more precise, though. I'd close this one, too.
