[filing as bug, to ensure that I remember it later]
The octaverc file provided by upstream in
scripts/startup/main-rcfile
has some changes we don't ship. Especially the pkg command should be
included.
I see two possibilites:
1.) merge the current PACKAGE.conf file with main-rcfile
2.) Use main-rcfile and patch it with a version-specific patch (i.e.
different patches for 2.1 and 3.0.
The second method allows us include further changes either without any
change at all or by adjusting the patch.
