I *very* strongly disagree with this. Translations are useful even when they are partial, that's the entire point of gettext. Moreover, you mention you added strings to your package (BTW, please mention what package this is about: I had to dig in headers to find this could be dhelp)....but I never saw any call for translation updates....so, how are translators expected to know you added stuff? Finally, what if, during the time the translators work on your new strings, you decide to ad some more again? Their work will again become outdated and will you then again decide to not include the translations? In French, we call this "course à l'échalotte".... So, please reconsider this. Please include all pending translations for your package even though they are incomplete, then issue a call for translation updates (or just let translators discover the new strings: some of us fortunately have some automated processes for that).
