Hi, This has been discussed many times in the past, and is unlikely to change (but I'm not a debbugs developer). You just have to learn to Cc the people you need to Cc when answering a bug. Also, for some bug reports, the submitter doesn't want to be Cced. That's the case for mass bug filing: the submitter should only be Cced if someone want to ask him a question.
