As of today, dch has suddenly stopped allowing any bugs to be closed in
the changelog without issuing a nonsense warning:
e.g.
quicklist$ dch -a --closes 456022
dch warning: bug #456022 belongs to package ? (src ?),
not to quicklist: disabling closing changelog entry
dch: Did you see that warning? Press RETURN to continue...
Quicklist already lists this bug as closed from the old version of dch.

456022 is clearly a quicklist bug.
Again with emdebian-tools:

$ dch -a --closes 459867

For a new bug, 459945 which is titled:
emdebian-tools: [INTL:ru] Russian debconf templates translation update
and again, correctly filed against the correct package.
$ dch -a --closes 459945

not to emdebian-tools: disabling closing changelog entry
dch: Did you see that warning? Press RETURN to continue...
This is a major nuisance, making dch unusable for --closes.
