I don't see splitting a package out of debconf to deal with these issues as a very good way forward. #328498 tracks the transition to cdebconf, and we're really quite close, only a few inompatabilities and bugs need to be fixed before a version of cdebconf could be uploaded that conflicts with debconf and works without DEBCONF_USE_CDEBCONF being set. -- see shy jo
