I think Colin Watson knows that there is a new release, but there are some
other issues (#196762).

On the other hand, the 1.19 hyphen.de is probably compatible with groff
1.18.1.

I don't know if it is worth packaging it in the current Debian groff
package, or if we should just wait for 1.19.
