There is two kinds of tooltips: - specific tooltips explain a particular widget, e.g. they explain the difference between suspend and hibernate. - more general tooltips are the same for the entire box, e.g. identical for suspend and hibernate but different between "Powered" and "Not Powered".
If you click one of the radio buttons and hoover over the label then its specific tooltip is visible. But as soon as you go away and return it is overridden by the general tooltip which isn't really helpful. I would expect that specific tooltips always override more general ones and there should be some space inside the box (e.g. the box title) that has no specific tooltip so that the general one can be accessed.
