It's not actually. Wine is waiting on ICU in order to fix #381341, which
is not a RC bug.
#430845 may be RC, but is an unrelated issue - if it's still an issue at
all, I should check. But if it is, then judging by one of the reports
therein, fixing #381341 would most likely not fix #430845, and more
investigation is required. In any case, there's no rush when it comes to
ICU.
