I will be uploading a new icu 3.6 with your patch tonight. I made very slight, mostly cosmetic changes, based partially on updates I had made but not uploaded and partly on studying the zlib package which also builds 32-bit libraries on 64-bit systems. I'll monitor the builds of this package by the autobuilders, and if everything looks good, I will also include this patch, appropriately adjusted, for the icu 3.8 upload. ICU 3.8 was released yesterday, but I'm going to coordinate uploading it with debian-release since it will create a small but nontrivial library transition.
