The above file reference the findlib package "gramlib" which does not
exists (at least not in packages on which report depends on).

The appropriate findlib package needed by report is probably
"camlp4.report", a sub-package of camlp4.
Just s/gramlib/camlp4.gramlib/ in META.report.

PS Please avoid uploading a new version of report right now to fix this
minor issue, but rather wait for the ocaml 3.08.3 transition in
