This log only uses files in /usr/share/texmf-texlive - a place where no
local admin should ever modify files. I assume you respected this?
Then we would be interested in the contents of pdftexconfig.tex
(although i don't expect the problem to come from this file).

How does your language.dat look like? Which file is found, anyway?
Please send us the result of the commands (run as root, just as you
would run aptitude, apt-get or dpkg):
kpsewhich language.dat
ls -l /etc/texmf/language.d/
and send us /var/lib/texmf/tex/generic/config/language.dat (ideally as
an attachment).
