This log only uses files in /usr/share/texmf-texlive - a place where no local admin should ever modify files. I assume you respected this? Please send us the result of the commands (run as root, just as you would run aptitude, apt-get or dpkg): kpsewhich language.dat ls -l /etc/texmf/language.d/ and send us /var/lib/texmf/tex/generic/config/language.dat (ideally as an attachment).
