I just tried installing php5 on a friend's fresh server running Etch,
and 'apt-get php5' barfed because debconf-loadtemplate wasn't found.

Then I couldn't figure out where to get debconf-loadtemplate from
(debconf-utils).

Then I couldn't install debconf-utils because php5 wasn't configured.

Finally, I figured out that 'apt-get remove' php5, php5-cgi, and
apache2-something-or-other would let me get out of this mess.

This is not a bug that should be happening, and it all hinges on whether
ucf needs debconf-loadtemplate.  (By the way, this was ucf version
2.0020.)

I'm a Redhat user, and this is my first exposure to Debian; I don't like
this sort of error, it turns me off.
