FYI the server in question uses a single monolithic exim.conf and Dan is referring to
the following line in the check_recipient acl:

  deny    senders = \
[EMAIL PROTECTED];/etc/exim/banned_domains : lsearch;/etc/exim/ banned_domains

...there was an entry in banned domains which apparently wasn't being picked up.
I didn't test using -bh.

Also it seems a shame that exim says "User unknown" while the real
problem is logged only in mainlog. Please just say the more honest
"Not going to tell you what went wrong", instead of the dishonest
"User unknown"!
