This functionality requires a web browser. The implementation honours your
BROWSER environment variable setting and, in the absense thereof, falls back
to trying a number of browsers, starting with "sensible-browser" from the
"debianutils" package. Apparently, your environment is limited or badly
configured.

"apt-get install" is intended for experienced system administrators, who
understand Debian's package structure and are able to interpret package
relationships like "Recommends:".
Please use a frontend tool like "dselect", "synaptic" or "aptitude" if you
need help interpreting them.
