I disagree (and as man-db upstream I reckon I win ;-)). While it's true
that this is an ambiguous case where the error could either be that you
forgot to specify a manual page name in addition to a section or that
you specified a manual page name that doesn't exist, I think it is clear
that the current error message is confusing and unhelpful in the latter
case, and that the latter case is not uncommon.

I'll see what I can do to improve the message.
