Going to packages.debian.org , and finding all files with "8139too" in their filename shows that none of these are man pages (searched for package contents in sid, i386). There are sections like "3perl". Type "man 3perl open" to see the Perl man page on open (or alternatively "man -e perl open"). Typing "man open" would not show you the Perl man page.
