Please remove debsig-verify from testing until #311843 is resolved. By
default, it will hose the package system. Whether or not it is a bug in
debsig-verify or dpkg doesn't matter, as its installation will seriously
break a system unless it's configured. I also believe that it should be
removed from the stable release as well for the same reason.
