[My first reply was slighly inaccurate - it was missing the vital word "source" in the first sentence. Oops]

Package: ftp.debian.org Severity: normal Please remove debsig-verify from testing until #311843 is resolved. By default, it will hose the package system. Whether or not it is a bug in debsig-verify or dpkg doesn't matter, as its installation will seriously break a system unless it's configured. I also believe that it should be removed from the stable release as well for the same reason.
The ftpmaster team don't remove source packages from testing directly. If the package is removed from unstable then it will be removed from testing when britney judges it can be removed without breaking other packages. The release team handle removals from testing via hints to britney so you'll need to ask them to do so if you're not looking to have the package removed from unstable as well.
