According to Debian Policy packages in main should only have packages from
main in Depends and Recommends. So it is a bug and there are three solutions:
change Debian Policy, don't depend or recommend on eagle-usb-modules or put
the package in contrib.

The depends is provided by a compiled kernel module package - the module source is in main but it must be compiled/installed (m-a or similar) to match the installed kernel.

I will have a look to see how other packages deal with this.
